Best place is the waterfall behind the sunken building with the hidden chest. The one you have to do the jump shenanigans to get to.

Starting to believe this fish isn't able to be caught at Flooded City - Missile, after catching 14 of the machine variant and none of the live one. And particularly after reading both descriptions... "used to live in the deep sea, but have been appearing in shallow waters" And also on the machine variant it says "Due to their hostile takeover of regular coelacanth territory, the native species has been forced to move to shallower waters."
