It took me only 5 minutes (Chapter 17-01) and it was VERY EASY: In this game the enemies respawn when you move outside the area, that means you DONT NEED to reaload the save everytime (with the items it may be different, i don't know), but instead you can use the animal to run accross the enemies, then go back to the pipe (wait for the map to change and wait for 1-2 seconds), then go back to the enemy area, you will see the enemies are different, rinse and repeat. And becauuse i was in chapter 17, i used the tower elevator instead of going back to the pipe, and the enemies respawn again. I got it in 5 minutes and even hacked him in my first attempt.

Here's how I found the enhanced version, YMMV: I initially tried reloading from 17-02, but that was a pain in the ass -- kiling the normal one near City Ruins: Near the Tower didn't spawn the enhanced one in the flooded city after several attempts. I then tried the method in 07-02 as 9S. It didn't work on the first try like the other comments suggested, but I finally found the enhanced one in the first "segment" (the one with the first bus) after reloading for ~40 minutes.

The 07-02 as 9S only seems to spawn a regular version, not an enhanced one.

Got it after ~40 minutes by resetting in 17-01 like said on the wiki. Tried other methods such as the 07-02 as 9S method but it didn't work for me. Good luck, don't give up!

Sooooo After reloading 17-1 like a Million times, it struck me....what if I have to kill the one in the city ruins by the tower first?? BINGO...after killing the one by the tower sure nuff after fast traveling to Flood City there it was, the enhanced version in all its glory...don't know if it'll work for you but it's worth a shot! You can also play on Chapter 7-02 as 9S and the enhanced will spawn in the Flooded City. I tried this and was able to get it on the very first time.

The enhanced version can be found in the first Robo Dojo mission (White Belt in route A/B) at the City Ruins. You'll need to kill the normal version and then kill the enhanced one to update your unit data. It doesn't spawn if you already have the Warped Wire.

I have a problem with "Enhanced version" spawn. Its usually 1 medium biped (not two) instead of this enemy. And when medium biped is killed, the game usually don't spawn anything in that place on game load.
