AnonymousDuring the lost girl mission, the last wave that you fighting, the Goliath biped has a chance of dropping it, though very rare, I recommend using lots of drop rate chips, and run away from her to get her to reset

Dropped from a regular Goliath Biped, close to the desert entrance in city ruins, to be specific.

Just go to the area where Adam was born after the Desert Housing Complex. There's constantly-respawning enemies including goliath bipeds, which have a chance of dropping these. Easy farm.
